In the Republic of Indonesia the previous governmental policy toward centralized administration has been altered gradually toward decentralized administration, in accordance with the law of decentralization enacted in 1999. Local administrative agencies are to formulate policies and implement them by themselves. Basic statistical data used for the purposes of policy formulation and planning by those agencies are in urgent needs. Nevertheless, there are not enough basic statistical data presented by local administrative units.
So far, BPS has improved the capacity of enumeration and tabulation for various statistical surveys as well as for censuses by own efforts and with technical assistance from foreign countries including Japan. However, BPS has not yet possessed enough knowledge and techniques to construct an information system of small-area statistics and to prepare statistical data derived from the system. In the view of those backgrounds, BPS requested Japanese Government to assist it in developing the Information System of Small Area statistics. ICONS International Cooperation Inc. in collaboration with Statistical Information Institute for Consulting and Analysis (Sinfonica) was entrusted with the Project for Developing the Information System of Small Area Statistics by Japan International Cooperation Agency (JICA).
What is Small-area Statistics ?
"Small-area" in the Project refers to the areas including "Grid
Squares" and "Census Blocks" developed for statistical purposes
as well as administrative areas such as Kabupaten/Kota (regency/municipality),
Kecamatan (district), and Desa (village) under a Propinsi (province). The
small area statistics refer to the statistics compiled or prepared on the
basis of those small areas described above.
